ONE Record server can handle received subscription proposal

TODO: Idea: Service API defined, which takes a subscription proposal as input and responds with topic to subsribe to (or empy response). ONE Record sever issues subscription request for this topic (in case of positive response).

Default implementation in first step: respond to each subscription proposal.
