Change tags in gitlab ci pipeline configuration

Change tags in gitlab ci pipeline configuration

• Change tags from ecmr to active to use another git runner
• Change gradle build settings to build dependency jar instead of bootJar. Changed gradle.build.kts in signer and verifier.
• Change gradle pipeline template to run gradle jar insetead of gradle bootJar for the same reason.
