Add shortcut to sign an eCMR from the eCMR overview

* Put sign and share acition buttons instead of 
  edit and history action buttons in the eCMR overview.
* Add history button to the quick view of the selected eCMR.
* Add sign action button to the mobile view of the eCMR overview.
* Clicking on the sign button from the eCMR overview opens
  the selected eCMR for editing and scrolls down to the sign areas.
  Sign buttons in the overview are disabled for eCMRs
  with the status "Arrived at destination".
