Outdated docker compose scripts

The latest NE:ONE server versions depend on an OIDC-server due to pub sub.

1. Most Docker Compose scripts do not include an OIDC-server (Keycloak) -> NE:ONE crashes
2. The ones that do should include a health check on Keycloak before booting NE:ONE -> NE:ONE crashes
