Get ECMR Carrier Details without Authentication

For the registration of external users when sharing an ECMR, carrier details of a given ECMR-ID musst be handed over to autofill the registration form. This is related to the Ticket "67 Autofill Gastzugang (Vereinfachung)" in eCMR-Frontend.
