Create & implement the use of a NE:ONE internal ontology

To manage NE:ONE meta data internally you want to have your own data model that is needed to further describe the cargo data.

Acceptance criteria

• ontology is created in .ttl format
• ontology follows best practices
• ontology is documented
• ontology describes all the required NE:ONE triples
• ontology is used
