Server Information can be requested via API

As a participant of the internet of logistics, I'd like to retreive detailed information about a server and its capabilities.

Acceptance criteria

• An LO of type "Organization" (legal entity) get's created and written into the DB during initial server startup and linked to the ServerInformation. The information is taken from a configuration file.
• If there is already a server information in the database the initialization process is skipped.
