ONE Record server can trigger subscription proposal

As a partner, I'd like to receive a subscription proposal when a new logistics object is created.

Acceptance criteria

• The ONE Record server can be triggered to send a subscription proposal for a particular LO type to a partner server (e.g. via an internal API).
• If a particular partner is already registered for the given type of LO, the subscription proposal is omitted for this partner.
