Allow creation of ACLs for Authenticated Agents (Public but authenticated access)

In order to allow the access to a certain LOs for all authenticated users an ACL with a special agent IRI has to be added, the IRI is: http://www.w3.org/ns/auth/acl#AuthenticatedAgent.

The ACL will not be created automatically. It has to be added using the ACL API.

The ACL CONSTRUCT query has to be enhanced with an or condition that includes the special IRI.
