Send notifications to subscribers for new LogisticsEvents
When a subscriber configured, i.e. by setting "api:subscribeToLogisticsEvents": true, in the Subscription request, the subscriber should receive a Notification of type LOGISTICS_EVENT_RECEIVED with every posted LogisticsEvent.
