add data owner id as optional to application.properties

A server's data owner and its LogisticsObjectURI should be configurable so that a ONE Record Server administrator can reuse an existing LogisticsObjectURI. For example, for demonstration purposes, so that the data owner's LogisticsObjectURI is stable at each startup, even if the database is in-memory.
